Jedao has a lot of soldiers in his orbit but only Hange and Rawne come from comparably hideous universe

which I think affects the vibe he relates to them on a lot

and Jedao's universe is a much more polished horror

so it's not obvious right away that he's that guy who has pushed on with no good choices whatsoever
