Correct me if I'm wrong. The "first wave" is mostly limited to Metro Manila. The provinces are also affected, but it's mostly because people from Metro Manila have brought them there. But as OFW's and other people from Metro Manila has made their way into the provinces, the "second wave" is now affecting them more (than the first wave).

Thelag between the announcement and implementation of Metro Manila's lockdown (three days, IIRC) gave people (some of which are already carriers at that point) a chance to go to the provinces.
