See, I always interpreted the I Forgive You as a way to purposefully push Crowley away so he'd leave and be safe while Aziraphale tried and possibly failed to stop Armageddon. Yes, it's a follow up from what was said at the bandstand, but it's also him forcing himself to appear righteously determined and Not At All Afraid Things Wouldn't Work Out.

I don't think Crowley wants Aziraphale to apologise. Crowley had the dubious benefit of being thrown headlong out of Heaven's mindset. Aziraphale's had even longer to stew, and he needed to work through it at his own pace.
