Pateros is doing well on the backs of private citizens. People got tired of how the town was being run so several watchdog groups emerged to make sure the LGU (and the police) actually do shit. This forced the LGU to become slightly more transparent. It's also easier to mobilize projects thanks to how small the municipality is.
