I'm new to the Persona series, but is Atlus always like this?

I figured they started localizing the game a while ago (since it was released in Japan over a month ago), but they're just putting out a survey now to figure out whether or not people want it localized.

you'd think it would be obvious considering how much they promote Persona

It just seems like something that really shouldn't need to be asked. What, do they think that people would want a Persona 5 sequel to stay exclusive to Japan?

Atlus in recent years has just been...questionable with their approach to things

How so?

heavy Persona support over every other series in the SMT line-up, the rules about streaming Persona 5 online to not spoil people, the controversy with Catherine and trans characters, etc
