Retirees and the disabled were excluded before. The unemployment is much better, so much that Sen Graham is having the vapors, but he voted for it anyway.
People who have not filed tax returns can still get the money, but it will take longer. If you didn't file in 2018 or 2019, and you file NOW, you will probably get the money with everyone else. I'm sure there will be ways to get the money for people who have not filed.
Yeah I haven’t filed the last two years because I have no income (only social assistance) and no assets since I sold my house. I’ll check out one of the tax websites. Is this a done thing? It’s really happening? Anyone got a government link describing it?
They are open to another payment depending on how long this persists. The Dems wanted four months of higher payments, but they compromised on this to get the far larger unemployment win
So, it's not taxed but does it count against next years refund? I mean, will I get less of a refund next year because of this? That was one of the down side of the Bush checks.

Hmm. I suspect the expats I know over here won't be availing themselves of this, given the complexity of filing taxes overseas. I know two or three who haven't filed in 20-30 years. Call it a different sort of tax exile.
