I think the other thing is his immediate desire to act like a dictator or see himself as an "other" rather than thinking about how he and his tenants could get through this together
^^ The fact that OP's first reaction was "how do I squash this" is probably just the latest in a long string of behavior that's why the tenants banded together.
so, let's say each apartment is 1k a month to rent. x 32 apartments equals $32k a month income. even if 3/4 of that has to go to building expenses (taxes, mortgage, upkeep, etc.) that's still $8k a month they're making. and I don't think it's costing them 3/4 of the income to run the building and pay the staff, that's just me being generous
that's just me simplifying things since apartment sizes, floor it's on, location, etc can influence rent costs. I think the only places you can get an apartment for less than $1k a month are small towns or neighborhoods that are shoddy locations (environmental, distance from commerce, etc.) not counting subsidized/low income housing.
