at this point in the game, there's no good reason not to have the ilevel to enter a dungeon with those requirements. at all.

100 is a perfectly reasonable ilevel for the dusk vigil, considering they're just handing you equipment all throughout the ARR 2.1 to 55 experience

most of the times I see this crop up, its people that unlocked one of the starts at 50 or 60 classes, likely as an alt.

It might not occur to them that they've got to actively improve their gear, when the MSQ otherwise fed upgrades to them.
