I think this is a very unique exchange because Locke admits that he doesn't understand most of his friends fully (but somehow he totally gets Squall), and even by the end of FFVI, he says there isn't that big "we are perfectly in sync and one" moment
Chronogically, I don't know if this chapter takes place before or after Prompto's event. If it's before, Noct is literally the only XV character in the party. If it's after, it's still just him and Prompto
As an aside note, there was a cutscene earlier where Seifer jokingly refers to Noct as a prince because of his prissiness and Noct was like HOW DID YOU KNOW
And if you are wondering, Squall is incredibly sympathetic and concerned for Noel but he won't say anything, he just kind of awkwardly watches him from afar in multiple cutscenes
