have your headlights been changed recently? a couple years back, my dad had an issue with the frames not being properly adjusted after changing bulbs and it did make a significant difference in brightness.

I don't think he ever got pulled over for it though, he just was very aware of it and drove more carefully until he could get it fixed

not recently, no. (my sister wanted us to drive her car, so it's not mine at all. BUUUUT if it doesn't get fixed, the ticket/fine goes to me because I was driving)
