i called 311 years back on my neighbors and i felt bad but... their little dogs were always barking in the yard and left out all day.

they never were walked anywhere.

yeah my neighbor has a husky she doesn't walk enough and I want to be like........DO YOU WANT ME TO wALK YOUR DOG OR SOMETHING

the puppy has a nice tent-like structure set up so it isn't out in the rain.

I think it just isn't used to being alone yet.

yeah the dog isn't necessarily being mistreated, it's just really unpleasant to get barked at all day

when we had to leave for the day, we'd pen up our dogs outside too. they had plenty of warm shelter and space to move around and water, but..................yeah they bark...

it might be more common in rural areas, a lot of our neighbors let their dogs out for the day cuz they got fenced property
