Honestly, one thing I'll always be a little disappointed by with Star Trek is that they ditched the Klingon explanation.

Why would a culture so big on honorable combat buy a cheat code like cloaking devices? You can't say it's just a few, either, because every Klingon ship has one and they're used very liberally.

But for a race that's about finding new life and new civilizations, and boldly going where no Klingon has gone before, cloaking technology makes a lot more sense.

It's just that they explain that Klingons are big into genetic engineering and creating fusion races, while the rubber forehead is a mark of a pure, Imperial Klingon.
