I am definitely okay with a reaction to Nel talking to him a little later in the thread (whether Walter or Sam or anyone wants to intervene) but not immediately?
... Also: if Walter calls the police and says the stranger from the bomb site has resurfaced, would he be calling an NPC or should that be handwaved in some fashion?
