Man, if Tiger & Bunny's next series is anything like Double Decker, then it doesn't need to be made.

I'm trying to organize my thoughts on it, but overall it really just comes down to tone and writing.

It can't figure out whether it wants to be a comedy with a zany character surrounded by straight men or a serious police drama.

And it can do the serious drama well, but it keeps trying for the comedy.
