Does this excuse literally everything else? No. Is this still a good thing? Obviously.

It's also going to be illegal to HAVE a bump stock, and those with them are expected to either turn them in or destroy them.

Also anyone that doesn't want to comply simply won't, since there's not a national registry of who owns bump stocks, so as long as they don't go showing it off in public no one will ever know

so I don't think the outage will be terribly tremendous
