Like, dude, right to movement is what you're referring to and it is not the same thing as operating a motor vehicle that can be a hazard to the public if you're not licensed to operate the fucking thing. Supreme Court slammed that shit down for states to regulate traffic laws as they see fit to protect people's, idk, lives.
