I'm not sure i agree but i just think its how condencending it reads.

can someone with a narcissistic disorder or personality disorder control all of their impulses? perhaps they can but i think they have a greater difficulty with that.

I think thr writer assumes its strictly an issue with how the person is nurtured but id argue that it is a nature vs nurture argument and both are at play here.
