For Kuro, if you don't want to give him a cat transformation quirk or mutation, I think the easiest would be to give him his claws, which are stronger in darkness than in light, much like how Dark Shadow works for Tokoyami

the downside to his quirk is that it makes him more nocturnal, so you get that cat/vampire theme going on with his activity

if you want to incorporate the jacket spikes thing, the quirk would be darkness spikes, which he personally utilizes most as claws, but can send it out from his tailbone and skull to give him more cat stuff

he does seem to have a warping ability with Licht, so if you don't want to go that route, you can give him a minor warping/hammerspace quirk through the same piece of fabric

so beforehand, say if Lawless had a scarf that was made from a larger sheet of fabric, and he laid/wrapped some items in that piece of fabric, he can use it as a wormhole to grab things or even warp himself. However, he has to know that those two pieces of fabric are from the same piece, and whatever he pulls/pushes through has to fit through both

Lawless was more of a wildcard, but he has an insane healing factor and learned immunite to pain (more like he'll take it and howl how it hurts but discard it moments later as something that's gonna heal right away anayway), but he also has this whole acting thing and dragging people into his 'hammer space' or pulling something out of it and using his scarf

like a third set of limbs. And then he is also a effing monster when he fights, so offensive defensive tank with dangerously creative endless storage???? XD

you can definitely do the blood based powers with a self-healing factor, or even with healing others

blood is surprisingly versatile, so if he had some degree of control of blood, he could easily have it clot faster on himself, and if he mixed his blood with others, he could gain some control over it, but it's not quite as effective

for ease, his own mostly fresh blood soaking his scarf would be a good way to translate him pulling a rapier from his scarf thing the wiki describes

inherent weaknesses can be it has to be wet blood. dry blood is near impossible to manipulate, and it has to be his own? Adding other fluids like water or another person's blood to rehydrate it weakens his control over it. if you want to keep his vampirism, he needs to drink blood to regenerate his own blood, but it takes a while before it becomes "his"
