Lobbing out a hook with a giant hit box SHOULD exist to punish you out of position, which it still does, but it should not be able to just insta delete you

Now Roadhog has to actually work with his team. Hook target, have a Soldier at your back? It should be the Soldier's responsibility to make sure that kill is confirmed
