Nutshell version of the filibuster is that for many types of votes in the Senate, you need 60 votes to pass a motion to end debate and get to the actual vote. So the minority party can theoretically stall a vote indefinitely by talking forever.
People used to actually have to do that until the Senate basically came to the conclusion that just threatening to do so while showing that you had the votes to keep it going was enough.
The Dems tactic vs the GOP tactic is a little different. The GOP didn't even have to filibuster Garland because they had majority control of the Judiciary Committee and thus simply never allowed the nomination to leave the committee process.
