The silicone putty ones can be made smaller, and mold to the ear. I have abnormally narrow ear canals and split one of them in half for a pair. I've seen kids ones, no idea if baby safe.

I've mostly seen kids and toddlers at (metal) concerts wear those earmuff noise cancellers but I think that's also because it makes it easier for parents and maybe security? to see if they're still on

why is that a concern? would the baby's head not be human shaped? Because earmuff style can be very airtight if that's a concern :|9

Mostly just whether they'd work normally under water or just be awkward with water

Plus it came down to whether the tag was going to be "ask the person who was offering to make a smaller size" or "ask the person who was offering to make an entirely different item"
