If that's the case, they should be alarmed. The big fish are getting away. (I think that up to 50% of the murders has this flavor of preventing singing. Numbers from my ass bec no basis.)

I agree Jeg, although I don't think it's really about the big fish. These unfortunate folks are just release valves for accumulated frustrations back home

Marcos had the same 'shoot first, arrest later' policy in the urban areas with his Secret Marshalls which he eventually ended when bodies started piling up. Even he knew it was bad PR.

This current frenzy will take awhile to work itself out
