Okay, that means that at one point - someone had that journal name. Since it has been deleted and purged from IJ's servers, the name is free, if you spend a couple bucks on what is called a rename token

I believe if you tried to create the account with that name, it would tell you/prompt you for a rename token... or you can make a dummy one, buy a rename token, then use it on the dummy account
