Mass decks are just a mass collection of decks. You don't have to gather two of each card in order to have one.

You basically start with a series (Gundam Wing) and collect every deck that's been released so far to complete it.

The portfolios are something you request through here! Anrui or someone will make one for you and that's a list of decks you have to collect.
