If you go by how I have seen various different folks in the fandom characterize him.

... when it's been shown in the damned comics that one: Whirl is pretty smart, he may act dumb but he is not actually mentally handicapped.

(Yes I read a fic where they pretty much had Whirl written like he had a mental handicap.)
