I'm of two minds about this. On one hand, it's definitely a contributing factor to discrimination. On the other hand, there IS an elevated threat of HIV given how much higher transmission rates are amongst

Particular communities... Sex workers, drug users, male-male penetrative sex, individuals from continental Africa, etc

And there HAVE been outbreaks of HIV positive blood in the blood bank system in the past, which has been a huge problem and is always a future risk.

However, donating blood isn't a RIGHT; as it is illegal to compensate financially for blood donor ship, virtually the only benefit is public goodwill and participating in charity.

It is, however, a fruitless law; you also can't donate if you (as a woman) have slept with a man who has had sex with another man!

The effectiveness of the rule hinges entirely on the donor knowing not only their own sexual history, but the sexual history of all of their partners.

Even people in exclusive long term monogamous relationships may not know their partner's history.
